City Engineer Scott Tulloch has been named Acting Assistant City Manager in charge of Development Services for the City of Chula Vista. Tulloch replaces Assistant City Manager Dana Smith, who has accepted an assistant city manager position in Napa, California.
“Scott ’s leadership ability and experience are second to none,” said Interim City Manager Jim Thomson. “He understands all phases of development as well as public works and capital improvements. Scott is a great asset to the organization and someone who has tremendous respect from agencies throughout the region.”
Tulloch joined the city as Director of Engineering in December 2006. He came from the City of San Diego where, for five years, he served as the Director of the Metropolitan Wastewater Department. There, he managed a workforce of 1,000 employees and administered an annual budget of $500 million. Before Tulloch was promoted to Director, he managed a $1.5 billion capital improvement program for the City of San Diego’s regional wastewater system. |
