Chula Vista City Council Takes Up AI Policy for City Operations
The Chula Vista City Council considered a new policy governing the use of artificial intelligence in city operations at its October 6, 2026 meeting, placing AI oversight, privacy and responsible use squarely on the city’s policy agenda.
The agenda listed the item as: “Consider Adopting a Council Policy Governing Use of Artificial Intelligence (AI) in City Operations.” The public meeting page shows the item as completed, although the public-facing page available Wednesday did not yet display the final vote or adopted text.

Why this matters
Artificial intelligence is increasingly being used by public agencies for writing, analysis, records, customer service, data processing and operational support. That creates opportunities for faster service and lower administrative costs, but it also creates questions about privacy, data security, bias, accuracy, public records and accountability.
Chula Vista already has a broader technology-oversight history. The city previously created a Technology & Privacy Advisory Task Force to develop recommendations on how new technology should be governed, including its use in public safety, traffic management, economic development and other city services.
The Chula Vista Police Department also already maintains a specific policy on generative AI. That policy says AI-generated material should be treated as draft information, reviewed by people before use, and not used as a substitute for human judgment. It also addresses risks involving confidential information, bias, accuracy and security.

What residents should watch for
The key question is what a citywide policy ultimately requires of every department—not just police. Important issues include whether employees may place sensitive information into public AI systems, when AI-generated work must be disclosed or reviewed, what records must be retained, how vendors are evaluated, and whether automated systems can influence decisions affecting residents.
Those details will matter as the city expands its use of newer technology. A strong policy can allow the city to benefit from AI while maintaining clear limits around privacy, public accountability and human oversight.
